They think that only locals need to get Euros before going abroad (because they don't have their own bank there, they can get euro's in their own country).
Foreigners would have ATM's of their own bank when they arrive home, where it's easier and cheaper to get the Euros in stead of in Brittain, Estonia, Switzerland, Liechtenstein etc.

Unfortunatly I didn't try to get euros from these ATM because I was in a hurry but I saw a lot of people done that.
These ATM should be work for all people because there is a Visa and Mastercard sign (as aplfi noticed) and it's located after the check-in desks just in front boarding gates

I am traveling next weekend to
Prague, where we will be spending the weekend (Friday evening - Sunday evening). We will be arriving there by tran from Berlin.
I would need some hints on how to get at least some euros from there then? I was planning to change in change office
into 35€ wort local money, thus getting back
and
. And my girlfriend would do the same. That would already give us four notes from there. 
Any other ideas how/where to get Euro notes there? D you think the change offices would offer to change smaller euro notes they have into
notes? Somewhere I got this impression that this would be somehow beneficial to them and they could be doing this quite easily. Any ideas on that?

I was 3 months ago in Prague, its quite hard to change eurobills there smaler. Mostly I succeeded and received some nice forward pass.
Dont try to change money small without changing in krones, I have been never sucessful (tried it 10-15 times) the only result has been some irritated friends
And be careful of the changing-taxes, they are pretty high, specially near Václavské náměstí (Wenzel-Place) and Karlův most (Karls-Bridge),they´ve got extremly high rates... better to change somewehere pheripheral

I was in Terminal 1 of London Heathrow today. There is now a combined euro/dollar ATM. Just follow the signs towards gates 38-58 and turn right at the "House of Whiskey". On the wall to your right are three or four payphones plus a Travelex ATM. It has only
(this is one of them)
I hope my bank won't overcharge me for using a Euro ATM in Britain...

That also happened to me a lot, just a few ladies changed the money (two of them even said "Actually I'm not allowed to do this, but I will make an exception". I had 11 notes from Heatrow in the two times I have been there (return flight). In Canada, they didn't want to change € to €, I only received a few notes when changing my Canadian Dollars to Euros on the way back home.

At the Turkish Riviera things are traded mostly in EUR (or in USD).
The Turkish Lira is less used in that area. (Tourists and Turkish sellers don't like it due to the daily varying exchange rate...
)
For that reason there are a lot of ATMs for EUR and USD in many towns (Ran by local turkish banks like Deniz Bank etc. - my mother hadn't any problems by using it with foreign credit and debit cards
