Found today this very used 20 € europa note with that inscription written on top of serial number, not stamped, at south spain. No hit anyway.

Do bills with a stamp pass the “national” bank control (or what ever it’s called ) or do they also come in the shredder?

That's been discussed countless times. There are a number of variables involved, and it's just too difficult to generalize. First off, it depends on where you are: Spain and Italy, for instance, seem to be much more tolerant to stamps than elsewhere. Then there's the question of whether it's a machine doing the sorting, or a person (the former being much more unforgiving, obviously). And, finally, even when a note is set aside for discard, it may or may not happen - it depends on things like cost and money supply... probably.

The form of the numbers is similar to the stamp of Laskentakeskus (Counting Centre) (as I remember). I once got a with that stamp just at the same location on the note as your stamp, so yours could have been stamped in Finland.
