I'm confused

It's because the locaties that you refere are in the same local city centre ("junta de freguesia" in Portuguese) and normally the zip code in Portugal have 4 digits followed by 3 digits (like 2765-237 Estoril). In the majority of the locaties in Portugal, the 4 first digits are the same in the same local city centre (in the examples that you refere, the local city centre is Estoril).
Sometimes, the users make mistakes when they entered the note's information like some zip code that you show.

The coordinates for Bielsko-Biała (Poland) are most probably wrong, the profile locates it in an area that is in german called "Neumark" but indeed, the city is located in upper-silesia, at least when the postal-codes of entries and users are between 43-300 and 43-382.

most of the sub-location don't have zip codes at all. i corrected the one with 43-300. is there an other Bielsko or Bielsko-Biała, or can the other sub-location safly be canged too?

No, the 4 locations are different besides the first 4 digits of the zip code are the same. In Portugal, the full zip code have 7 digits, no 4 digits.

There are some other Bielsko's and Biala's, so it's not 100% sure but these are small villages while Bielsko-Biala is a bigger place within the most active tracking-area in pre-€-Poland. It came to life by the administrative combiation of two towns (Bielsko and Biala).

The coordinates that were used in the profile before are probably from the tiny Bielsko Międzychodzki a sublocation of Międzychod (Birnbaum) but the first Bielsko that is displayed by Google-Maps when searching for that name.
Entries from this place should have postalcode 64-400.

On vacation in Norway I managed to get a couple of bills a few days ago in the village of Reine (first appearance on EBT), but the dot has been assigned to Germany:
