Unfortunately, that's exactly what happens in these cases.
Note collectors are often EBT-ers as well, and they are very, very often trying to complete their euro notes collection by asking other EBT-ers to send them their notes.
Though the rules state that you should never enter any note of which you know in advance it has been entered by another EBT-er, from the FAQ/HELP page:

There's one basic rule: you shouldn't enter a note if you know in advance that it has already been entered by someone else

I have to admit, it bugs me a lot, but that also has to do with all the serials these note collectors keep making public, which makes my job neverending......so I can't be really objective on this matter

just want to say something about that , if u sell ur notes U CANT Always know those notes will be entered by another user for example if i sell notes to a dealer that sell them to someone else who enters it niether the guy buying the note or me selling it knows that it has been entered or will be entered again by another user

P.S. i do have to agree tho it bugs when they make the serials public , one of the notes i once traded became a real hit but yet the problem was it was made public before i lost it
