Yes, there's a misunderstanding. EBT is trying to maintain some consistency and the terminology generally changes with the language, not the country. So the largest geographical unit is country and the smallest is city in English, ciudad in Spanish, Stadt in German, ... or localité in French or something else. It's a matter of agreement for each country what this unit actually represents – municipalities in France or Germany, (official) settlements in Slovenia or some other administrative division. So if we talk about France of course we mean commune, but localité is the general name used by EBT database, to include also other countries where communes aren't the smallest unit used (speaking of which, we could also complain about "city", as most of them are just villages)

Anyway, thanks to who has made the changes about the wrong Commune's name :
the notes entered in "Haute-Savoie" (a departement's name) have been merged with the other notes entered in the Commune of "Chamonix-Mont-Blanc"

I entered notes in an highway station in order to have the dot, but the city is on an other dot

It's the city of Dieblich (56332) and the station is in "Mosel West" on highway 61

Note that the correct postal code should be 9630-247 instead of 9630-2487.

EDIT: I had written the following before realizing you had written where you got the note on the note comments.

Are those coordinates from the exact place where you got the notes? If so, the "city" is Assomada, not São Pedro. Also, in the postal code, there should be 3 digits after the hyphen. If the place is Assomada, those 3 digits have to be 070. If the exact location is indeed somewhat to the West, in real São Pedro, then they should be anything between 246 and 256 (except 254), depending on the street. Can you tell us the street name, or at least shop name where you got the notes (or exact coordinates, if those aren't correct)?

This town should be Dolores de Pacheco.

That thing is still undone. There's another "Dolores" in Región de Murcia, but belonging to Cartagena instead of Torre Pacheco. That's why I consider important to rename the village above mentioned as "Dolores de Pacheco".
