There's a little bit of confusion here.. Let me get this straight.
On that links page there was a slightly outdated link to UPU which I replaced with the suggested URL. There was also another link in the General/Worldwide section which was dead, which I removed.
As for the other links on that page I changed http to https (as no sane site runs plain HTTP nowadays). Many of the country-specific links are either outdated or entirely dead, but I didn't have time to find replacements for the dead links. I did fix the Finnish one, though. Suggestions for changes or removals for the country-specific links are welcome.
Edit: Later on I found out that only the Portuguese and Catalan versions of that text snippet contained a direct (outdated) link to upu.int while the other languages pointed to the Links section. This may have contributed to the confusion.

The link on that page initially pointed to http://www.eurobilltracker.com/links/ and merely changing that link to that upu.int page without changing the other text would not have made sense. That was done anyway, but I partially reverted that change and made it point to https://en.eurobilltracker.com/links/?tab=2 (or whatever language subdomain is in use). This also meant the protocol remained https instead of http and the correct tab for "Finding postal codes" gets activated.I would like to enter a bill, but I only have got the name of a city. Where can I find the postal code?
Each country has its own postal code system. A complete summary and further help can be found in our links section.

It's unfortunate you had all that work due to this difference. But, on the plus side, it led to a handful of minor corrections.

TNT Post does not exist anymore, that link should be removed. The other two are sufficient. Especially postcode.nl is authorative.

These internal URLs are often outdated. I believe that it would be in fact better to point to the UPU page: they update the links more often than us.

The link to the UPU list is present here (and even they have work to do, judging by those 20-odd countries that I had to check - either that or there are plenty of member states that fail to report changes in their URL's in a timely fashion).
Something I'd like to mention is Wikipedia can be of great help - either to be used as a link itself, or as a source of possible links. For example:

I understand that some tools can be useful, or maybe, they "were" useful a few years (or even QUITE a few years) ago. Today, in order to obtain a postcode, it is enough to write the address on GoogleMaps, or open GoogleMaps and point the place of interest, or use the EBT.art self-location.
