For the record, Senegal has also been added after some desperate user registered his notes from there for Cape Verde instead.
It has been proposed to add the remaining countries to the list on EBT. That way this thread would become obsolete. Concerns that the list might become too messy have been greatly alleviated by the re-arrangement of the list in order to have the 12 member countries of the Eurozone on top of the list (as per June 2005).
Very originally, the list was designed to represent only the countries where the Euro is official (or unofficial, but predominantly used) currency. This idea has been silently relaxed in the mean time and will now be given up. The new policy has been mentioned previously in this thread as "planned": The list will consist of the member of the United Nations. We are not going to address geopolitical issues with the list, and this is an unambiguous criterion. The accepted exceptions are Vatican City (permanent observer at the UN) and Taiwan (whose independence is de facto accepted by most countries). Almost all land area in the world is associated to one of these 193 countries. In the event that someone actually and verifiably manages to obtain a Euro note in a geographic place which cannot be associated to any of these 193 countries, we'll see.
There are many regions in this world with various forms of autonomy, semi- or factual independance, some of which have been discussed earlier in this thread. This post does not set up a new attitude towards the replies there. In some cases, autonomous regions commonly use a flag different from the corresponding UN member. This means that entries from there will appear with a somewhat incorrect flag. That's unfortunate but we can't do anything about it. The only alternative is to abolish the flags altogether, and I'm sure nobody seriously wants that. No system is absolutely perfect.
It would be hoped to be ready for this in time for the relaunch. However, due to the short time and the number of 64 countries to be added, help is needed: Flags. We need for each country in the following list a flag in the format of 10 x 15 pixels. Only flags in the format are useful. Please do not post flags in any larger size. In some cases like Greece (nine stripes) or Nepal (odd shape), smaller flags can be used.
If you would like to help but don't have any webspace you can send in your flags to contact@eurobilltracker.com. Flags can be found via internet search, Wikipedia or other sources, but will in general need resizing.
Thank you for any contribution! [This post was written on behalf of avij and Nerzhul.]

To anticipate expected criticism: Yes, there are two countries in the current list which shouldn't be there according to the policy laid out (Hong Kong and Kosovo); this is due to site-historical reasons. The issue will be resolved eventually. Right now is not really a good time for this. These two mistakes will not serve as precedence cases in any argument.

These flags are based on what's available from Wikipedia... I've toyed with doing the correct proportions versions, and reducing resolution by cubic interpolation, but that's too time consuming and the results don't really look much better; so these are all 15x10 except where really necessary (e.g. Niger's flag is nearly square), in as few colors as possible.
