That's a very big if, I'd say the serial number system will most certainly be changed before we reach all nines. Besides, not all countries assign the numbers sequentially. Belgian Z 500e notes, for example, tend to start with Z9.

Because this number will be invalid (the highest possible number of the "X" is X99999999992).

right, a serial number is 12 characters long, so you have to add the checksum digit (that's not the problem)
