I can imagine a logic for this, although it's quite an odd one :)
You see, Spanish notes only come to places where people travelling long distances visit. If the note is Spanish, it's more likely that it's been in hands of people who travel a lot. A note that spends all of its time in one village can't be from another country (unless it's a pooled one, but that's another thing)
Anyway, if you get a Spanish note, you're in a place where people who move a lot like to visit. So, probably you're one of them, too. And blah. I dunno. :D
