Greece is sorted al Ellada, they only changed the W to Y, not the printer letter. E was thought for Portugal before Valora announced to print notes and got the next free letter U

Also I think, E started printing for Finland because D stopped working.

Denmark en Greece are switched only, because the letter W doesn't excist in the Greek alphabet.

Klazu, as you can see, they are rare in Finland!
Most of the H002/L notes have been registered in Belgium, only three in Finland (this was for non-Finnish users).
Yeah, I know they are rare and so far I have seen none although I live quite close to Belgium. The H/L combination is weird if the attention has always been to bring them in to the circulation in Belgium, not Finland.

Each National Central Bank commissions the printing of an amount of banknotes they printed before switching Euro to the pooling system. The letter does NOT tell the country for which the note was intended, but merely the central bank that was responsible for commissioning the printing of the note.
Why it's not just ECB that commissions all the printwork, is quite beyond me, as the end result is precisely the same. It might be that if it was ECB that printed the note, many old national note printing facilities would have to be shut down, because it is pointless ordering identical products from 10 different factories, while a couple would be very well enough. Killing off several note printing facilities would probably be politically a stupid thing to do. With the current system the NCBs are able to support their local printing facilities. To remind, all this searching-for-reason I've written here is just guesswork.
The existence of the pooling system, however, clearly is not.
Obviously saying that all the notes go to a monolithic pool is a simplification, though. If it was so, the diffusion charts would all look identical, which is not the case now. But every EBTer knows there are uncirculated notes with NCB letters different than the letters of their local NCBs.
A lot is still left unclear to me, but one thing is sure: The NCB letter doesn't tell where the note was intended to be in circulation, but instead which NCB transferred the payment from ECB to the note printing facility.
If the Belgians need those notes and the Finnish NCB is the one responsible for producing them, then the Finnish NCB will order the notes for Belgium.
Yes, it's complicated. I'm sure there must be reasons for all this, but I am not all that sure if the reasons are something I really want to know
