The differences in appearance (shiny, less shiny, matt, with frosted features, etc) depend on a lot of circumstances:
1) metall production
a) Although the material of all euro coins of a certain denomination is supposed to be the same minor variations may occur;
b) The surface of the metall may differ slightly (very dense, slightly porous);
2) planchet finishing
a) Proof coins are struck on polished planchets;
b) planchets may sometimes corrode slightly before being used;
3) dies
a) some coins are produced with dies which are partially matted (e.g. Spanish 1€);
b) Prooflike coins are produced with polished (and sometimes partially matted) dies;
c) Proof coins are produced with polished and partially matted dies;
d) some coins ment for circulation are produced with old Proof or Prooflike dies;
4) influences after minting
a) natural changes (through oxidation) of the metall colour may appear (patina);
b) chemical substances (fat, salt, platic weakeners, cleaners, etc) may influence the patina;
5) I probably still forgot some stuff.

All in all, it is very difficult to tell what exactly is the cause for variations in appearance of coins.

My 2003 Euro coins

Belgium: 5c; 20c
Holland: 20c
Ireland: 20c
Spain: 1c; 5c; 10c; 1E; 2E <--- only that

Germany: 1E-A; 2E-A; 1c-D; 2c-F; 20c-G; 20c-J

No 2004 euro coin

Finally I found Austria 1 ct 2003 in circulation this week! That's been a long time waiting... rumors say, that most of these coins went directly to Italy in exchange for 50 ct coins - so Austrian 1ct 2003 are mostly imported from Italy...

Lies mal hier http://www.emuenzen.de/forum/showthread ... ge=4&pp=25 ab Beitrag #80 (und das davor ist auch lesenswert).

Es ist ja wirklich seltsam, dass es statt den Anfangs vermuteten 500.000 Münzen nun doch 16.600.000 Stück gibt, diese aber sehr sehr selten im Umlauf zu finden sind (ich hatte jetzt erst meine erste, hole mir aber regelmäßig zirkulierte Rollen von der Bank und habe seit Dezember sicher über 500 1ct Münzen in der Hand...)
Also liegt es sehr nahe, dass die Münzen halt irgendwo anders im Umlauf sind, und eine Aussage war Italien.

It's strange, that there are 16.600.000 Austrian 1ct 2003 coins instead of expected 500.000. Moreover they are pretty hard to find in circulation, even in Austria! I looked at more than 500 1ct coins since december and I only found ONE 1ct 2003 coin!
So it's very possible, that those coins are in circulation elsewhere in Europe - eg Italy - but that's not sure.

News about Austria 1ct 2003:

In a coins Forum I read, that a worker form the Austrian National Bank told, that the 1ct 2003 were a assingment from Italy and other countries.
Italy received most of the 16 Million coins for sure and many 1ct 2003 are found in Germany.
Even though there are Millions of coins only a few rolls exist, because Italy got the coins not in rolls and made their own rolls.

So it's a kind of pooling coins? I know Luxembourg did -does?- the same with at least 10c Belgium and 20c Germany. I wrote it somewhere on EBTF in the past.

User Charlie-Brown from the german coin forum http://www.emuenzen.de asked the National Bank and received this answer (i quote his text from the 1ct 2003 thread - link above):

It's nothing special that coins/bills are traded to other Euro-countries since the introduction of the Euro and thos trades are only made due to logistic reasons.

You might have heard about the Belgian 50c + 1€ '02 which were allegedly shipped to Spain. Here in the netherlands I still see very few BE 50c '02 but the BE 1€ '02 is becoming rather common now.

What I have read somewhere is that Belgium exported many 20c 2002 coins
to Spain, and the 50c 2002 were minted in April 2003!

That might explain
why I have only seen 2 Belgian 50c of 2002 and already several €1 of 2002:
the €1's have been circulating much longer than the 50cts.

I've never heard that BE 20c was shipped to Spain. I did hear about the 50c and 1€ though, but I don't know whether this was rumour or truth.

Why? Don't you remember they put Dutch bills which were made in Austria into circulation in Finland...? Such things can occur because of large differences in the number of unused coins in the vaults of National Banks. If country X has almost no spare coins left but needs them, and country Y still has loads of surplusses, then can agree to ship the coins from Y to X.
