As has been mentioned, the email address is unique, ie. no two users can have the same email address. We do not send "reminder" emails to users, but we do send newsletters to those users who have requested the newsletter, regardless of whether they have entered notes or not.
As for disk space, there's currently space for about three hundred million users. If that becomes a problem, I'll be glad to buy another hard disk for another 300M users. Each user takes about 250 bytes of space from the database.
Users are deleted from the database only if the information they've entered is completely bogus and they haven't entered any notes. For example, I've removed some users named "aaaaaa" from Albania with email address like a@aaa.aaa. Some users who are clearly the same person (like the ArticNL example) have also been cleaned up.
At the moment there are 24916 registered EBT users, of which 3316 haven't entered any notes. This is approximately 13% and sounds like a reasonable figure. The percentage of users who haven't entered any notes will probably drop from that, because in the past it was necessary to create an account to see some of the stats, but that restriction has been lifted about a month ago. This will probably mean that the number of new users per day might suffer a small dip (in long term), but those users who do register will probably be more active.
