I am tended to think it is neither: this is a heavily used coin with a lot of wear and tear. By looking at the photograph, I can barely make out the year 2014, so this coin is a real €1 coin that has been in circulation for 10 years.

It is made with a near fully worn die. This has to be one of the last coins, minted with this set of dies. Additionally, this exact coin had some hard mechanical contacts some time in it's life. I suppose, this is 2016 year coin, they really happen to have clear "20" and less expressed "16" in their date.
