Possibly those ATM's are only in Geldmaat Stores. It's visible on every ATM's screen which denominations are in it before you enter your card. 
and ) I think the situation in Finland is something between the Central-European "cash heaven" countries (Germany, Austria etc) and Southern-European kind of cash friendly but somehow large note hatefull countries (like Italy apparently). And why? Because no matter what you are still able to use and notes at any hypermarkets or Supermarkets without any problems. Even in smaller grocerie shops should be good unless you are going there in the morning. But what comes to availability, you are not able to get larger notes than from ATM. So it means that and notes you have to get from banks. And here it means you have to be a customer. Also should be quite easy to get from info desk of hypermarket chane called Prisma but you have to withdraw them via your S-Pankki (bank branch in Finland) card. I have noticed that are only available from real banks. Just got 2× and 8× from my own bank. All Europe series. Today I also noticed that there was an old serie note inside the cash register in hypermarket. But it was in the situation when they change shifts and the worker took the register with her...It is best not to attempt any repairs, as in some cases this can make the situation worse. If you absolutely must do so, use only special adhesive tape made of non-perishable material.
In Italy even simply exchanging notes for smaller denominations is quite complicated: for examle, the Bank of Italy requires a form to be filled out, and bank staff often actively discourage the transaction. I asked a branch manager about this, and he explained that they are concerned about money laundering or similar crimes. ) they just answer ok!. Last time 2× wasn't causing any questions.Moving away from cash is a global trend, but in my opinion it is deeply wrong and even dangerous.
